NDRC: AI Phone and AI PC Sales to Surpass Non-AI for First Time This Year

A top Chinese economic planner says sales of AI-capable phones and computers are set to exceed those of conventional devices for the first time in 2026, as the country accelerates deployment of artificial intelligence across key industries.

Sales of AI-powered smartphones and personal computers in China are on track to outstrip their non-AI counterparts for the first time this year, a senior official from the National Development and Reform Commission (NDRC) said Monday.

Wang Ruomeng, deputy director of the NDRC’s Innovation and High-tech Development Department, told a press conference in Shanghai that AI phones and AI PCs are entering a phase of explosive growth. Total shipments of such intelligent terminals surpassed 100 million units last year and are expected to jump sharply again in 2026, with AI-enabled devices overtaking conventional ones in annual volume for the first time.

“The overall penetration rate of artificial intelligence in key industries has already broken through 80 percent,” Wang said, adding that the NDRC, together with other ministries and local governments, has set up more than 30 national pilot bases for AI application and encouraged central state-owned enterprises to open over 1,000 application scenarios.

Monthly visits to native AI office agents in China have exceeded 20 million, while daily token calls have reached hundreds of trillions, a massive leap from the previous year. These figures show how the “AI Plus” initiative is giving rise to new products and business models, Wang noted.

Market forecasts support the upbeat assessment. Counterpoint Research estimated in June that handsets with generative AI capabilities will account for 45 percent of global smartphone shipments in 2026 and 52 percent by 2027.

In a further policy boost, the Ministry of Industry and Information Technology issued an implementation guideline for “AI + information and communications” innovation covering 2026–2028. The document calls for creating new terminals that deeply integrate networks and intelligence, with a focus on embodied AI, AI phones and PCs, smart-home devices, and wearable gadgets.

The official remarks come as Chinese firms from telecom carriers to consumer electronics makers race to embed large language models into everyday devices, betting that on-device AI will drive the next replacement cycle.
