On July 17, 2026, the China Meteorological Administration (CMA) announced the release of the "Fenghe" (Wind and Harmony) large language model at the 2026 World Artificial Intelligence Conference (WAIC). The event marked the formal launch of the "Fenghe" global open-source initiative.
Developed by the CMA Public Weather Service Center in collaboration with the Xiongan AI Innovation Institute and Zhipu, "Fenghe" is claimed to be the world's first open-source weather large language model featuring a billion parameters. Built upon an Earth system data resource foundation, the model was trained using 50 million tokens of high-quality weather service data and integrates authoritative meteorological information. It has also completed regulatory filing for generative AI applications, ensuring a safe and controllable environment for users.
The model serves as a foundational support for national meteorological services, offering personalized and intelligent weather inquiries, service recommendations, and risk warnings to the public. Furthermore, "Fenghe" has been deeply integrated into the global "Mazu" early warning initiative. Its international version is now live, providing bilingual (Chinese and English) intelligent Q&A, weather queries, and risk analysis services.
As part of the open-source plan, CMA has released the complete model weights on platforms like GitHub and Hugging Face. The initiative also provides standardized API interfaces, cloud services, and customized deployment solutions. This comprehensive approach allows developers and organizations worldwide to embed "Fenghe" into embodied intelligence, apps, and mini-programs.
Looking ahead, "Fenghe" aims to transform vast amounts of meteorological data into intuitive risk products, enabling one-click analysis and assessment. The model will convert complex warning information into easily understandable natural language, offering precise risk alerts and evacuation advice. By integrating with sectors such as transportation, energy, power, and healthcare, "Fenghe" is set to bridge the gap between data and action, making weather warnings more accessible and actionable for global communities.
