China’s National Data Administration hosted a strategic symposium on May 22, bringing together tech giants including Alibaba Cloud, Tencent, and Moonshot AI to standardize the ‘token economy.’ The meeting establishes ‘词元’ (Token) as the official unit for AI service valuation and commits to infrastructure development as national daily token consumption exceeds 140 trillion.
BEIJING — China’s National Data Administration (NDA) convened a high-level symposium on May 22 to establish policy frameworks for the nation’s rapidly expanding “token economy,” gathering executives from leading technology firms including Alibaba Cloud, Tencent, Moonshot AI, Haitian Ruisheng, and China International Capital Corporation (CICC).
The meeting, chaired by NDA Secretary and Director Liu Liehong, also included academic experts from Tsinghua University, Renmin University, China University of Political Science and Law, and the China Economic Times. Participants focused on the theme “Promoting the healthy and sustainable development of the token economy to fully release data element value.”
Defining the Token Standard
Central to the discussions was the formal definition of the “token” (词元) — the smallest operational unit used by large models to process text, code, images, audio, and video. The NDA recognizes tokens as the emerging standard for measurement, settlement, and statistical accounting in artificial intelligence services, effectively establishing them as the fundamental “value anchor” of the intelligent economy.
“The token is not merely a technical unit, but the settlement unit connecting technology supply with commercial demand,” Liu stated at the China Development Forum 2026 in March, where the administration first unveiled “词元” as the official Chinese translation of “token.”
Explosive Market Growth
The policy attention comes as China’s token consumption experiences exponential growth. According to NDA data, daily token calls nationwide surpassed 140 trillion by March 2026 — a thousand-fold increase from approximately 100 billion in early 2024. The first quarter of 2026 alone saw a 40 percent surge from the 100 trillion daily calls recorded at the end of 2025.
Institutional Commitments
The NDA announced it will formally incorporate token economy development into its work system, prioritizing the construction of high-quality industry datasets and the national integrated computing power network. These infrastructure investments aim to deepen market-oriented reforms in data element allocation and support the token economy’s evolution into a standardized commercial framework.
The participation of major cloud providers and emerging AI leaders signals Beijing’s strategy to align private sector innovation with national data governance objectives as tokens increasingly serve as the primary metric for AI service valuation and cross-platform settlement.
