According to the announcement, the working group will concentrate on eight strategic pillars:

Standardization and Quality Assurance The initiative will establish a comprehensive standard system covering the entire token lifecycle—from production and circulation to application, operation, and billing. This framework aims to support the development of "Token Factory" capabilities while ensuring consistent service quality across providers.

Service Optimization and Monitoring Through the "Token Service Capability Ascending Program," the group aims to elevate China's high-quality token service standards while addressing existing industry shortcomings. A dedicated monitoring platform will track service capabilities in real-time, with regular reports providing essential benchmarks and market insights.

Industry Application Integration The working group plans to develop scenario-based token service baselines for high-stakes sectors including finance, healthcare, and government affairs. The initiative will also collect and promote best practices through the AIIA Pioneer Cases program.

Ecosystem Development By organizing industry conferences and publishing comprehensive development reports, the group intends to foster collaboration between academia, industry, and end-users. The goal is to create a synergistic environment where "standards lead, technology innovates, applications drive, and ecosystems coordinate."

Security and Trustworthiness The initiative includes developing industry-wide security pledges, establishing baseline requirements for token security, and implementing rigorous assessment and early warning systems to ensure sustainable, trustworthy industry growth.

Cross-Border Collaboration Addressing latency and data compliance challenges in international transmission, the group will develop technical and regulatory standards for cross-border token flows. The effort includes promoting mutual recognition of rules through pilot free trade zones and multilateral mechanisms.

Technological Self-Reliance Focusing on domestic large language models, computing infrastructure, and development frameworks, the working group will build evaluation and adaptation standards. This ensures token services achieve seamless compatibility with domestic chips, basic software, and industry-specific models, reducing dependence on foreign technology.

Sustainability The initiative targets energy consumption optimization and carbon efficiency improvements, promoting a "low-energy, high-efficiency, sustainable" green token development model through specialized seminars and ecosystem-building activities.

The AIIA operates under the guidance of China's National Development and Reform Commission, Ministry of Science and Technology, Ministry of Industry and Information Technology, and Cyberspace Administration. This government backing positions the new working group as a significant effort to structure China's rapidly evolving AI service market and ensure the country maintains competitive infrastructure standards as AI adoption accelerates.
