China Releases Seven National Standards for AI Agent Interconnection to Eliminate Information Silos
China has officially released a comprehensive suite of seven national standards for artificial intelligence agent interconnection, establishing unified identity authentication and interaction protocols to resolve fragmentation issues across the rapidly expanding smart agent ecosystem.
China has taken a decisive step toward standardizing its artificial intelligence infrastructure with the official release of the "Artificial Intelligence - Agent Interconnection" series of seven national standards. The State Administration for Market Regulation (SAMR) announced the new framework at a specialized press conference in Beijing on June 26, introducing a unified technical architecture designed to resolve critical interoperability challenges plaguing the nation's burgeoning AI agent industry.
The standards address fundamental barriers that have emerged as AI agents—autonomous systems capable of perception, memory, decision-making, and execution—transition from experimental tools to core infrastructure across manufacturing, governance, and transportation sectors. According to Zhu Meina, Deputy Director of SAMR's Standards Technical Department, the absence of unified communication interfaces and identity management systems has created severe "information silos," hindering cross-platform collaboration as demand for multi-agent coordination surges.
Comprehensive Framework from Identity to Execution
The seven-part standard series constructs a complete lifecycle specification for agent interoperability:
- Part 1 (Overall Architecture): Establishes the top-level technical framework for interconnection
- Parts 2 & 3 (Identity Code and Management): Creates a "digital ID" system enabling trustworthy cross-platform recognition and authentication
- Part 4 (Agent Description): Standardizes capability profiling for functional transparency
- Part 5 (Agent Discovery): Implements supply-demand matching mechanisms
- Parts 6 & 7 (Interaction and Tool Invocation): Defines protocols for collaborative workflows and external tool utilization
Fan Kefeng, Deputy Director of the China Electronics Standardization Institute, emphasized that this systematic design creates a closed-loop governance structure from identity verification through operational execution, enabling orderly and trustworthy collaboration among diverse AI agents.
Industry-Wide Adoption and Pilot Programs
Published as national standardization guiding technical documents, the framework represents an agile standardization approach intended to accommodate multiple technical routes while rapidly consolidating industry consensus. The development process engaged more than 70 leading enterprises, universities, and research institutes, incorporating over 600 public comments and validating core functions through prototype systems.
Implementation is already underway across the industry. According to Fan Bin of the Ministry of Industry and Information Technology, over 100 companies—including tech giants Xiaomi, Lenovo, Volcano Engine, and Kuaishou—have signed the "Joint Initiative for Agent Protocol Co-construction and Sharing," with more than 50 enterprises currently conducting pilot applications. The China Electronics Standardization Institute has simultaneously launched a "Pioneer Program" to develop open-source AIP codebases and specialized testing tools through its "Qiusuo" evaluation benchmark system.
Beijing's Haidian District, a hub for AI innovation, is spearheading regional implementation. Tang Chao, Vice Mayor of Haidian District, announced plans to conduct standard adoption pilots in integrated circuit design, embodied intelligence, industrial software, and commercial aerospace. The district will leverage municipal innovation policies, including model vouchers and OPC (Open Process Computing) incentives, to lower adaptation barriers for enterprises while opening government and urban governance scenarios for real-world validation of cross-agent collaboration.
Strategic Roadmap
SAMR officials indicated that identity code standards may eventually transition to mandatory national standards as the technology matures. The regulatory body is also accelerating development of complementary standards for agent auditing, trading, and specialized applications in sectors including steel, electricity, and construction.
Future standardization efforts will address emerging frontiers such as embodied AI, world models, and ontology models, alongside foundational infrastructure including computing resources, high-quality datasets, and simulation testing platforms. This multi-layered standardization matrix aims to establish China as the definitive regulatory framework for the next generation of autonomous AI systems.
